James Sheppard, 56, the man accused in the assaults, was allowed to return to work about a month ago, said Capt. Rich Murry of the Blue Earth County Sheriff's Department. Wednesday when he allegedly assaulted the person he was serving, Murry said.

Sheppard was charged with two gross misdemeanors for allegedly hitting an inmate with a Bible before grabbing him by the throat and slamming him against a set of steel bars in the jail Feb. 8, according to a criminal complaint. Serving court papers to people has been Sheppard's regular duty since he was allowed to return to work, Murry said. County Administrator Dennis McCoy said Sheppard has been placed on paid administrative leave again. Haefner said he didn't know who Sheppard was until after Wednesday's incident. He also said he believes the outcome would be different if Sheppard would have been harmed.
